does this one have more vibrant colors than the one below it?
im trying to see if when i load a photo to a flash based website or a flash based slide show if it desaturates and makes my photos look washed out.

Yeah, dude. The pic definitely looks less vibrant, like his skin has been removed of pigment. He looks very pale. Or maybe the above pic just adds more color to him. Its hard to tell. But the top definitely looks better.
Also, anytime I have worked with Flash, adding jpg files to a Flash movie usually degrades the quality unless you adjust the Publish settings to "100". I think at default it is at 70-something. However, that is inside the actual Flash application. I am not sure what method you used to get these images into a Flash slideshow, so it might not have these settings.
